A Movement Authorisation is the system term for an approval or permit to move material from one location to another. In the KPMG Origins system, this can be applied for via the Movement Authorisations button on the home screen and sidebar, as below.
1 - To create a new Movement Authorisation select the ‘Movement Authorisations’ button from the home screen, this will bring you to the Movement Authorisation grid.
2 - Click on ‘Create Movement Authorisation’.
3 - Select the Single Pick Up Location type, Pick Up state, and Drop Off state from the drop-down menus.
4 - Enter the Pick Up and Drop Off location address. If you are entering a residential address and the address is not appearing, check for spelling mistakes. If not, you can add a residential location or organisation location.
5 - The Material ID field will now appear, click on this to bring up a list of trackable wastes and select which one you would like to use - you can also start typing the name or NEPM code of the waste to find it quickly.
Note: When creating an interstate movement, you will see two Material ID options—one for each state involved. After entering the Material ID for the origin state, a second material ID will appear for the destination state. Please note that the destination state’s Material ID may differ slightly from the origin state’s code.
6 - If you would like to hide the material generator and pick up details from the receiver select Yes in the Commercial in Confidence section, otherwise leave as No. Then click continue.
Note: The Commercial in Confidence toggle will dictate if the certified receiver of the material will be able to see the details of the material generator or pick up location, if the consignor of the movement is also the generator of the material, then their details will be hidden too.
7 - The Movement Authorisation has now been created. The next steps will involve adding information into the Movement Authorisation and submitting this for certification.
The summary page above displays the key information and status of the Movement Authorisation. The status will update as the various steps of the Movement Authorisation Process section are completed.
The information required within the Movement Authorisation Process and the participants permissions may differ depending on the jurisdictions involved. The type of participants involved in a movement authorisation are:
Creator - The applicant of the movement authorisation.
Pick up state regulator - Regulator of the state that the material is collected from.
Drop off state regulator - Regulator of the state that the material is received.
Certified Receiver (Only applicable in some states) - Organisation receiving the material.
8 - Select the ‘Add Details’ button located next to the first step in the Movement Authorisation Process section.
As the steps of the Movement Authorisation Process are completed by the relevant participants, the status of the movement authorisation will update:
In Progress - this the stage where the creator has created the movement authorisation and is currently populating it with information.
Pending Approval - Information has been submitted to certifying organisation.
Approved / Refused - certifying organisation has approved or refused the movement authorisation.
Withdrawn - Creator/Applicant has withdrawn Movement Authorisation application while it was in the pending approval stage.
Cancelled - Creator/Applicant has cancelled creating the Movement Authorisation while it was in the In Progress stage.
9 - Fill in Waste Details: The first of two forms will appear that you should complete to finish the Consignment Authorisation Details. In Waste Details, fill out the physical state of the material.
10 - Fill out the total weight and unit of the waste.
11 - Fill in Participant Details:
Start by entering all required information under Participant Details.
Select Consignor Organisation:
Determine if the Consignor is an External Organisation:
If yes, type in the name of the organisation.
If no, select My Organisation.
Complete Optional Fields:
Fill out any remaining optional fields as needed.
12 - Proceed to the Next Steps (if Certified):
If you are a certified receiver of hazardous waste, you may continue to the next two steps.
Once these two steps are completed, the Movement Authorisation will be submitted.
Wait for Certified Receiver (if Not Certified):
If you are not the certified receiver for the Movement Authorisation, you will need to wait for the certified receiver to complete the final step.
13 - Once the movement authorisation has had all steps submitted then it will show as an 'Approved' Movement Authorisation and you will be able to create movements from this using the blue "View & Create Movements" button
